Debate content, not semantics.
The “Three Branches” of our government all have some ability to override the decisions of the others. The Judiciary most explicitly (and tbf the Executive and Legislative branches can’t repeal a judicial decision, only attempt to force a re-review).
The President is the figurehead, so in that sense they are “on top” but from a legal point of view they are not “above” Congress or the Supreme Court.
