Yep. I guess they exempt themselves. So, I infer that the result is that both these 'gentlemen' and others are labelled as a 'security risk' and quietly watched by the secret services. I also suppose that the King or Queen will at a certain stage be informed IF they wish to be informed.

Oh for certain. I worked in China for a few years (not HK) and it is obvious that everything can be listened to or attended to if not technologically then via party members.
