So the radio ban has now been lifted during races, no Halo for 2017 and track limits will no longer be penalised.

It's a bit overkill. As with Alonso last weekend he was cleared within 30s as his car was still running. Probably should have only been a single waved yellow IMO.Double Yellow flags will now = Red Flag in Qualifying.
So if on their final run, they might be able to go back out and do it again

If a race starts under the Safety car due to rain, they will do laps until the track is suitable for racing....and then re-start from the grid positions

Yeah you do save fuel but not enough to do all those laps again.
Brundle put forward the idea of starting on the grid after the safety car had taken them round during the start in Austria. He also said that they wouldn't have enough fuel to just start the race from that point.
