Sometimes a referee can blow too early instead of waiting to see how things pan out. Mark Clattenberg will know he should have allowed the game to continue, but once the whistle is blown you can't change the decision.
I think Clattenberg is unlucky there, once he sees Smalling grab Wickham and the latter goes to ground he blows which instinctively you would, i don't think many would have thought he would get up almost straight away and be in on goal.
