It can take 30 minutes to clear customs if your flight is on time. A dash to the monorail and then a train from Birmingham International to Wolverhampton is your best bet followed by a sprint to the ground.

Looking at today's train times, there's one leaving Birmingham International at 1138 which arrives in Wolverhampton at 1215. After that, it's 1153 which arrives at 1237, or the 1209 which arrives at 1242. So unless they change the timetable, then I'd say not.
