No, it was a misconduct charge. It wouldn't have any bearing on the red if he hadn't kicked off afterwards. Two reds on the field would have brought the extra game ban, not a red and a charge He's being done for the failure to leave the pitch not the red card offence itself.

Since he wasn't sent off, then no.

The ref can send anyone off at any time, even in the car park afterwards.
