With 48 teams involved I suppose you could argue that it's an attempt to stop the situation where a 0-0 draw is the most desirable result for both sides (which I'm sure I've read is more likely to be a problem with 3 nation groups).I find this laughable honestly, hope it's not true. 2 points on offer for a 0-0 followed by winning on penalties is surely a greater incentive for smaller nations to play incredibly defensively though, no? Draw both your group games 0-0 and win both on penalties and that's 4 points from a possible 6. As for hating ties/draws as a sporting culture, I think it's mostly just seen as an anti-climax. It also doesn't serve a lot of purpose in the biggest leagues here as we don't do points; standings are decided entirely by Win-Loss record. Keeping ties out of the equation as much as possible simplifies things.
Just wait until India/China/Indonesia still fail to qualify with the extra spots so FIFA makes it 64 teams instead!
