I can't find it now to link you to but there is a points threshold system, being from a top league, winning a contest like that, playing in certain competitions, 75% of you clubs matches or countries matches (if in like the top 65 of the fifa rankings) all start to make it almost a given.

There there is stuff like value and wage, which is how we got Costa through on 2nd appeal I believe.
