Refereeing question

Frank, what did you make of the non-penalty in the Stoke vs Bournemouth game? I couldn't believe my eyes when I saw it. The most obvious wipe out and nothing given.

A perfect example of where a match official is asked to explain his decision.

It was that obvious a penalty that the lino has to call it doesn't he if the referee has a brain dead moment.
Shouldn't the lino be forceful with his views through the ear piece.

The assistant can be as forceful as he wishes, but he cannot award a penalty. And unfortunately there are referees at the top level who instruct their assistants not to flag for penalties. That is totally unacceptable. If an assistant has a better view than the referee then it is his/her responsibility to bring an incident to the referees attention.
 
Even if the assistant didnt flag, surely he can tell the referee in no uncertain terms that it was a penalty?

Do assistants file match reports as well?

He can, but the referee makes the final decision. Not so long ago there was a referee on the Premier League who told assistants, only to flag for throw ins and offsides. This particular referee had no time for assistants, and things became so bad that some assistants refused to run the line to this referee.

Assistants do not send in match reports, but if they feel they have been undermined by the referee they can bring that to the attention of the assessor and the referees association. In most instances the assessor would have already noted that there was a problem between referee and assistants and would mention it in the teamwork section of his assessment.

To be fair to the ref, he allowed one shot that was blocked and then blew his whistle - I am fairly sure if the first shot had made it past the defenders the referee would have waited to see the outcome before blowing. Time was up and how many attempts are allowed after this time before the ref calls time?

Maybe football should adopt the rule used by Rugby, when the referee calls time the game is over next time the ball goes out of play.

It has often been mentioned at referees meetings that we should adopt that rule, but the authorities have never been keen on the idea. Personally I think it would be a good idea. Everyone would then know when the full time whistle would be blown, and avoid perfectly good goals being disallowed.
 
It should be enforced that a linesman flags for any infringement he/she spots. If the ref overrules the flag then that's fine but the reason for overrulling should be part of the referee's post game report. The lino should also conplete a post game report.

Working as a team is the only way football can improve the refereeing standard without potentially damaging the flow of the game with video replays.

Any ref who consistently overrules lino flags without genuine justification (or consistently proved wrong post-game) should be dropped and provided with additional training. If this doesn't improve the ref they should be demoted/fired.
 
An assistant should indicate fouls and other misconduct within his patrol path. But would not be expected to flag when the referee is in a better position, which would be the case on most occasions. I have no issue with assistants sending in match reports. I am not sure what format they would be in though.

The match officials are encouraged to work as a team, and do so on most occasions.

A referee cannot be sacked. Having passed his/her exam they remain a qualified referee. And any referee who has risen to level 4 or higher cannot be demoted lower than level 5.

Imo if a lino spots an infringement it should be flagged - and the ref is at liberty to agree/disagree as long as it can be justified.

I'm not certain on what format the current ref match report is but the lino's shouod be a slimmed down version.

Surely a prem ref is a professional and therefore can lose that status? Either way losing that status should be a last resort after exstensive additional training has taken place.
 
If the sun is low in the sky and effecting visibility for the ref and lino should the wearing of a peaked cap be compulsory to aid in match competence.
 
Headwear is not part of a referees kit. I have seen assistants with caps on, and while I have never reported it, I know of assessors who have done so.
 
Mike Dean will not be refereeing in the premier league this weekend. He will instead be appointed to a game in the football league.

Indeed. I thought by taking him out of the spotlight he would be appointed to a game where he would not be under the microscope. That is what should have happened, instead they have laid him bare if there is another controversy.
