I think this is Southgate's view. Before the injuries he wasn't going to take 26 - 3 were effectively going to be named on standby even though they were in the squad. In reality they have taken 2 of those places. I assume as they are key members of the leadership group which he places enormous emphasis on he'd rather have their off field influence than name someone who will only get on the field if the 3rd group game is dead.
