Assuming he already has residency in an EU state then he shouldn't need one? At least for the next 3 months.

He's only played for Lazio since 2016 and doesn't have dual nationality at all (with no senior international caps), pretty sure that'll bar him from joining.

If it's same as UK you can get residency after 2 years. That entitles you to then work in any EU state.
 
We have weirdo internal rules with football though.
 
You can have all the wierdo internal rules you like for outside EU, but Bosman proved they don't count for owt in EU.
 
I'm no expert on all the legalese but pretty much all the documentation out there specifically mentions having an EU passport. He doesn't have an Italian or Portuguese passport (unlike Leo Bonatini).
