Not sure it’s as simple as that - seem to be other non-financial factors at play such as personal relationship.

It’s simply our first time dealing direct with a Brazilian club for a prize young asset as work permit rules used to mean we couldn’t get them.

Not sure it’s as simple as that - seem to be other non-financial factors at play such as personal relationship.

That's the bit that's making it weird, seems illogical that they seemingly favour the Lyon connection when their owner also owns one of Flamengo's biggest rivals. You'd think that sort of connection would usually be more of a deterrent if anything but for some reason working in their favour at the moment. Can't see any reason why there would be a frosty relationship with Wolves and Flamengo so could only assume the financials, overall sum or payment structure, is the big obstacle. Unless maybe there's bad blood between Mendes and Flamengo from something in the past and they're trying to avoid him?

Putting on a metaphorical tinfoil hat for a second, I wonder if there's possibly a player Flamengo are eyeing and there could maybe be a gentleman's agreement that Botafogo don't try to go for him so long as Gomes goes to Lyon. That's fantasy land stuff though.
