Doesn't have to mean intent. It can mean that it's reasonable to summise that the action could lead to death. We won't really know until it comes to trial, but surprised they've not gone for manslaughter

An alternative charge of an unlawful act manslaughter has also been put forward by the CPS for the officer charged with murder,

Not sure what that means. Perhaps that he can plead guilty to manslaughter and so a trial can be avoided?
