If the Italians (and Gerard Deulofeu) can pretend to shoot machine guns into the crowd as a celebration, I don't see why taking off your shirt should be an immediate yellow card.
So if you were the ref you would have broken up the man city trophy celebrations to administer a red card for removing a shirt after the game ended?

Well yes, I mean I don't understand the rationale behind THAT decision.Because FIFA made an amendment to Law 12 'Fouls and Misconduct' in 2004 (I think) making it an automatic yellow card.
