Sounds like it was a spur of the moment thing, rather than a plan- big push back against Cummings. Strikes me as a bit of a disaster for Johnson, to be honest- you don't want to lose a Chancellor that early in your premiership.
 
Don't think Johnson-Cummings fully trusted Javid anyway.
