Because they are happy to make these kind of stands until it causes them any discomfort. FIFA have pretty much told them it's against the rules to wear it and have leaked that offenders will be booked and most of them have backed down.

There’s a campaign going on to raise awareness for the women in Iran protests, they want the goal celebrating to pull up imaginary long hair, cut it and hold it up ( you know like a ponytail) as that’s the official protest symbol.

I was thinking of a sacrificial captain to take the booking and then get immediately subbed for the real capital with a FIFA approved armband. Perfect job for Coady!
