It does, but they are worried they won't. They won't be expressing worries unless they think that it is at least a possibility.

If the EU want to punish us, I am happy to do deals to look after the interests of the UK. That isn't corruption.
If the choice is between being punished and made example of, or getting good trade deals, I know which one I'd chose.
I wonder if there is anything Britain could do to influence some of the EU members thinking during negotiations to sway things in their favour, rather than try to make illegal individual deals.
For example, could we distinguish between different EU nationals when it comes to immigration circumstances? Would it be possible for the UK to make it easier for say German, French, etc. citizens coming to the UK rather than Romanians, Bulgarians or whoever else, keep the more powerful EU players on side so there's enough people in favour of your trade proposals to vote them through but still have the immigration controls in place for the 'less desirable' countries.
Not sure if that scenario is possible though or if you just have to treat all EU nationals equally when it comes to border control.
The UK know the rules fully, the EU negotiate trade deals for the bloc, not on a country by country basis. We all know this. If we attempted to do individual deals, it could easily be classed as corruption.
And that isn't the choice on the table is it? The EU may well try and take a firm line and "punish" us for voting leave, but we've already heard that if they do try that we will just default to WTO rules.
Now that we have had the leave vote, although not happy with it I'm certain 99% of remain voters now want to make sure we get the best trade deals for Britain. However I would be extremely uncomfortable if we attempted to get them with underhand or even illegal approaches to EU countries

Tough luck if you get assigned to a seaport rather than an airport though as there'll be ridiculous queues in and out every single day as every single import and export takes an inordinate time to process.
