Sounds like Hackney is London’s equivalent of South Staffs District Council. In my work with the Environment Agency I often dealt with local planners. I can can only remember the name of one, Sarah Poxon from SSDC, or Sarah Fucking Poxon as she was often referred to by developers as she seemed to always want more from them and insist on things no other local authority did.
