That’s the same at any level (Sunday league to Championship?). You can’t just not play offside, an absolute massive part of the game, because the official might not do their job. He just tracks it too far, thinks “oh shit what am I doing” and steps up. By then he is already too deep (3 yards deeper than NML) and the guy kicks it first time so ends up being a tight decision rather than a blatant one.
