Absolutely lost consciousness. He didn't put his hands out as he fell- always a sign. If it was rugby, he'd be off for an HIA and wouldn't be coming back on.

He allowed to flag once it goes in. He didn’t. You are right that he “may as well leave it down”, but that’s not the rule either. If he thinks it’s offside then he puts his flag up.
