Seems like that releasing other reports and news of pay rises (leading to job cuts as there is no more money being putting into the departments to fund it) leads the cynic in me to think that the Russian report will have less news coverage that it might have done.

A daft as that question is, it wouldn't surprise if it is there simple to protect Border Control from being sued by someone after a terrorist attack "well we did ask them and they said no"
