I suspect a few people are thinking there can’t be smoke without fire and are sticking a few quid on. Doesn’t take much to move the odds and as the odds fall more people start betting as they think there must be some truth in it.

It's the exchange - they are self regulating. If odds are artifically low, then the market makers will jump in and lay back to higher odds.
Exchange odds reflect the true likelihood of an event much more accurately than bookmakers do.
