Because they don't have the facilities to build one - I guess they'd have to subcontract one of the teams to design and build them one.

Just use a current car, loaned from a team. Don't allow any member from the team to attend and use a driver not associated with any current F1 team. About the only way it can be done without offering teams an advantage.

You'd have to loan a different car each time you wanted to test, or you're likely to end up tailoring the tyres to that car.
 
I think that the whole system regarding testing needs addressing. There seems so many ways that teams can find loopholes, and naturally they do so.
 
Mcnish has won Le Mans. Completely overshadowed by a fatal accident for Allen simonsen. Dreadful news.
 
Tickets will be available on the day for this weekends British Grand Prix at Silverstone. That is unusual, they are normally sold out weeks in advance.
 
Not surprised, the prices are absolutely ridiculous. I can go to Spa and Monza combined for less.
 
£330 for the Club corner grandstand where I sat in 2011.
 
Langers, there are tickets for Luffield corner available on special offer. A meagre £260......!
 
The cheapest ticket I know is £65. I think that lets you listen from several miles away
 
It's ridiculous, isn't it? If you then factor in camping costs, food and drink etc you're going to be pushing £450-500.
 
Webber confirms he is leaving F1 at the end of the season. Off to Porsche to have a go at Le Mans.
 
Unsurprising given his fractured relationship with Red Bull and Marko.

He has been on F1 for 10 years. As he says, it is probably time for him to make the change.

Sad to see him go, but look forward to seeing him kick Audi's arse round the block next season.
 
The Formula One are to introduce a "penalty points" system from 2014. Any driver who accumulates more than 12 points will be banned from the next race
