That was the original plan on the Bully rebuild.Couldn't they open the lower tier whilst the work on the upper tier continues, like we did with the North Bank? Doubt we'd have to take a whole side of the ground completely out of action for that long.

I'm sure it won't happen, but you can see the benefit (and dis-benefits) when you visit a purpose built stadium like the Ricoh.
Yeah, but for the rest of us - I have a 4 hr journey just to get to Wolverhampton & at least now when I do I know I've only got a few minutes walk - sod having to get out of town

Like LB says above you would have to do it with an integrated transport plan - something we are particularly crap at in the UK.
