That's not quite true, he said where the arm is in an unnatural position which in his view Gomes' was. That wouldn't be given in the way he explained it, although tbh I think they just made that one up to support the decision. It is worse at least with the Gomes one you can see how it got given even if you don't agree with the decision

Webb may have said that but the laws didn’t change. PGMOL decided to change their interpretation so unnatural position trumps deflection rather than the other way round as was written.
