All they have to do is give it when it's blatantly obvious that his hand shouldn't be up there in that situation. He's looking right at it. Referee's are so poor these days, their lack of game understanding is unbelievable.

Smalling's hand was in a relatively natural position to what he was doing,however when the ball hits his arm it's a penalty so we agree on that.
I think refs in general are very good,but interpreting/solving/whatever the handball rule seems to be something they all struggle with.
