Doubt they can stop it. Restriction of trade and all that.UQ did not go well. Appears Gray didn't speak to the cabinet office ahead of speaking to Starmer as she should have done. Backfired a fair bit, and I'd say fairly short odds that the kaybosh is put on it

They are only proposing to pay for the freeze for one year…every subsequent year the base income for councils will have been permanently devalued by the current rate of inflation. It’s effectively imposing a real terms cut on councils but deferring the pain for 12 months..
