It's not that more people are failing to achieve their predicted grades than other years, it's that this year it's the school you went to that's driving that not your exam performance.

Best example I've seen was a Spanish lad who moved to the UK as a child, but his first language is Spanish. He did an A Level in Spanish and unsurprisingly was predicted an A*. He was downgraded to a B, because it wasn't felt that his school in Luton was capable of producing a pupil who could achieve higher.
