Disagree I think it's more powerful. Something needs to be done. Token fines and partial ground closures aren't doing anything

I think abandoned games for this are awarded 3-0 to the wronged side, but I may be incorrect there. No chance it suddenly ends up a draw.

Technically we'd forfeit the game if we refused to play instead of a referee abandoning it.
