Didn't they call it off initially, and then Portugal offered to host the game.

I think they were in talks with the Portugese FA to see if the game could be played there. Whilst those talks were happening they had to announce the game in Belgium wouldn't go ahead to give folk a chance to cancel flights etc. Not long after they announced it the Portugese found a suitable venue to take the game at short notice. So it looks like the idea was to switch was Plan A but they actioned Plan B before being certain A was a goer
