I think he did just brush his hand as his arm went out in front of him you, can see the spin of the ball slightly change. They probably decided it wasn't enough contact.

Half of them aren’t unnatural positions tbf. I was just being pedantic regarding the corner.

Although, if it’s handball, surely it doesn’t matter if it brushes a hand of a full fist. Hits a hand, it hits a hand

There is slight contact on Schar's left leg which is mid-air. And Hwang already had his foot planted by then.
