The whole "it's contact so it's a foul" is a shit rule. The rule should be "is there enough contact to cause a foul". Contact doesn't = foul. Or at least it shouldn't. Then you wouldn't get this whole farce of attacking players sticking their leg out to initiate contact and getting a free kick, or in this case today, a penalty for something that never in a million years is an actual foul.
