He's already won the ball by the time the left leg gets involved. It's not really a scissor, the left leg is always going to follow through afterwards.

I didn't say anything made it a pen, I just pointed out a couple of untidy bits to illustrate why it could've been given.

I'm not sure what's more brainless, Smalling going with the wrong foot or Rojo pointlessly coming really narrow to double up on Lukaku who's make no attempt to beat Smalling and thus leaves Deulofeu in acres of space to receive the pass and pick out a cross.
