Got to say I'm surprised how highly rated RAN is, I think it will prove to be a decent fee, anyone with 'back' in their job description needs to be able to defend at times and he really isn't a very good defender.

I'm going with Guedes as I've seen him trap a ball properly, a skill that seems sadly beyond Hwang. Around £15M must be the cut-off nowadays for that skill to be in your armoury.
If he does nothing else he occupies space and with his speed Man City won't take any chance and will have him covered by 2 defenders. They won't worry about leaving Podence 1 on 1 just inside their half.
